The Clearance Revenue Crisis: From the Treasury to Households – Livelihood Impacts that Deepen the Constrained Palestinian Economic Cycle

PCPO Analytical Article on the Palestinian Clearance Revenue Crisis, Based on Public Opinion Survey Findings

Dear Sir/Madam,

I am pleased to share with you a new analytical article prepared by the Palestinian Center for Public Opinion (PCPO), entitled:

“The Clearance Revenue Crisis: From the Treasury to Households – Livelihood Impacts that Deepen the Constrained Palestinian Economic Cycle.”

The article, authored by Dr. Nabil Kukali, President and Founder of PCPO, provides an analytical interpretation of the findings of a public opinion survey designed and conducted by the Palestinian Center for Public Opinion among Palestinians in the West Bank, including East Jerusalem, and the Gaza Strip.

It examines how the withholding and disruption of Palestinian clearance revenues have moved beyond the public budget and salary crisis to affect household income, purchasing power, debt, consumption, private-sector activity, employment, poverty, and the wider Palestinian economy.

The article also introduces the concept of the Constrained Palestinian Economic Cycle, illustrating how the withholding of Palestinian revenues creates an interconnected contractionary cycle that moves from the public treasury to households, markets, production, and employment.

For your convenience, the article is attached in both English and Arabic. Both versions, together with the accompanying infographic, can also be viewed through the link below:

Arabic Version (PDF)

We hope that this analysis will contribute to a deeper understanding of the economic and social consequences of the clearance revenue crisis and support efforts to secure the full and regular release of these revenues, which are a Palestinian financial right rather than a form of external assistance.

Thank you for your attention and interest.
